Hellenic Cadastre becomes reality

A NEW GENERATION OF CADASTRAL REGISTRIES

From June 17 to December 30

Hellenes abroad register their real estate

The Hellenic Cadastre expands in 107 new areas in the prefectures of Athens, Thessaloniki and the capital cities of all prefectures throughout Greece which had not been included in the country’s cadastre with previous projects.

Hellenic Cadastre constitutes the most important registry project that has ever been undertaken. In less than 4 years 3.1 million hectares of land and 6.7 million real estate property rights will be registered.

Once this project, in which 3 million citizens will participate, is completed, the Hellenic Cadastre will have covered 2/3 of the country’s population.

Citizens owning real estate properties in these areas must have them registered at the Hellenic Cadastre from June 17 until September 30, 2008, while Hellenes abroad and Hellenic citizens residing abroad can register their real estate until December 30, 2008.

What do the citizens must know:

  • All legal and physical entities entitled to real estate situated in one of the 107 registering areas are obliged to submit a real estate declaration. By the term entitled, it is understood every complete and bare ownership of any real estate property, the usufruct, or other right of user.

    The declaration concerns all real estate properties, either in or out the zoning plan, rural or urban. It also concerns all rights on the real estate properties. In case a real estate property is owned by more than one individual, the property must be declared by every individual bearing rights on the it.

  • In order for citizens to be best served, 76 registration offices, where the citizens can submit their declarations, have been stationed. Every registration office is competent for the real estate properties declared in one or more areas.

  • Any necessary supporting documents which need to be attached to the declaration form by the citizens are now limited to a simple photocopy of the possession title (i.e. contracts) and the receipt for the payment of the registration fixed charge.

    Let it be noted that the declaration form has been significantly simplified, so that it can be filled out by each citizen by him/her self, without the need for consultation.

    Besides the form, the Cadastre asks from the citizens to present a copy of the certificate in case of a conveyance of title and plot maps of the property declared, if there are any. Evidently, in special cases where property’s ownership is more complicated (inheritance or positive prescription), more documents will be required.  

  • Declaration forms can be submitted only after registration’s fixed charge is paid. For urban areas, the fixed charge is 35 euros per right, whereas for auxiliary spaces (storage spaces, parking) that constitute independent properties, the charge amounts to 20 euros.

    Especially for rural areas, physical entities that declare more than two (2) proprietary titles or rights must pay only for two titles, regardless of their total amount of titles which declare at the local government station. Payment transactions are carried out through banks, the 13 larger banks ones which are active in Greece. Payment receipt must be attached to the declaration form.

DECLARATION SUBMISSION FOR HELLENES ABROAD

Hellenes abroad who must submit their form by December 30 can submit their forms through:

  • proxy especially designated for legal actions linked to the their real estate property;

  • a tier party with a single written authorization. In this case, authorization must be sent via post mail bearing the author’s signature, together with any attachments required. The person authorized to carry out the transactions, must pay for the fixed fee to one of the banks cooperating and to submit the declaration form to the competent Cadastre station.

  • For the first time, declaration forms submission can be carried out electronically, through a specialized application, (with a frequently updated FQA section) available at KTIMATOLOGIO SA’s official website (www.ktimatologio.gr). In this case, attached documents are sent via post to the competent Cadastre station, while the fixed fee is paid through credit card.

In the near future Hellenic Cadastre will proceed with a special information campaign through satellite media.
